Pre-judgment hard stops run before the judgment engine. Post-judgment controls run after the proposal and before any dispatch. Both are shown exactly as the decision receipts reference them.

Why there is no editor here
Editing a policy means compiling and provisioning tenant configuration, which is a Sprint 4 capability with its own signed contract. Shipping a form that looked like it published a policy would be a false green. This surface therefore reads the policy version in effect —cfg_12, compiled 15 Aug 2026 — and does nothing else.
